Internal Queries & Draft Client Queries

Raising a query and moving it toward the client.

An Internal Query is for communication within the firm, not visible to the client. Once ready to ask the client, it's moved to Draft Client Queries, a holding state for queries prepared but not yet sent. From there, Send to Client moves it into Sent Client Queries.
